<\/p>\nOn September 17th, the 4th member representative conference (also the meeting for change the term of office) of\u00a0China Chamber of Commerce for Motorcycle\u00a0(CCCM)\u00a0was held in Chongqing.<\/p>\n
The conference is of far-reaching significance to the development of motorcycle industry. CCCM\u00a0and the Motorcycle Branch of CAAM (China Association of Automobile Manufacturers) are integrated to form the new chamber of commerce for motorcycle.<\/p>\n
A total of 128 enterprises, including CCCM president unit,\u00a0vice president unit, directory membership\u00a0unit\u00a0and member\u00a0units, attended the meeting.<\/p>\n

Liu Ke from the Foreign Trade Division of the Ministry of Commerce, Zhang Weiwei, director of the Tax Administration Division of the Ministry of Finance, and Jiang Zhongquan\u00a0from\u00a0Chongqing Commerce Commission were present at\u00a0the meeting. The meeting was presided over by Liu Xin, director of Tianjin Motorcycle Quality Supervision and Inspection Institute.<\/p>\n
First, Li Huaguang, President of the third council of CCCM,\u00a0addressed the conference. Li spoke highly of the unremitting efforts CCCM has made in promoting the development of the industry, listening to the demands of enterprises and solving the problems of the industry since its establishment. Li hoped that the new motorcycle chamber of commerce will continue to uphold the tradition, play the role of a bridge between the government and enterprises, and make further contribution to\u00a0the development of the industry.<\/p>\n
Jiang Zhongquan introduced the development status of Chongqing motorcycle industry. To\u00a0support the enterprises to cope with the epidemic, Chongqing has introduced a series of policies, such as tax cuts and financial loans, which have driven\u00a0the rapid recovery of the motorcycle industry. He hoped that CCCM\u00a0could make full use of its own advantages, collect market information, grasp the industrial development status, and play a greater role in the transformation and upgrading of China\u2019s motorcycle industry.<\/p>\n
Zhang Weiwei spoke of the impact of COVID-19 on the global economic order. China\u2019s foreign trade situation is facing serious challenges, and we need to rely mainly on internal circulation, with the support of external circulation, to\u00a0drive economic recovery. Through many\u00a0times of exchange and communication with the CCCM, the relevant department of the Ministry of Finance has\u00a0had an in-depth understanding of the difficulties and problems facing\u00a0the motorcycle industry. The Ministry of Finance will continue to pay attention to the motorcycle industrial\u00a0and enterprise demands\u00a0to actively serve the industry.<\/p>\n

Liu Ke made an important speech in view of China\u2019s foreign trade situation. He said that China\u2019s motorcycle industry is one of the earliest industries to go global. Motorcycle exports fell in the first half of this year, but started\u00a0to pick up in May thanks to the combined efforts of the government and enterprises. However, due to the impact of the epidemic, de-globalization trends continue to emerge, and trade protectionism is on the rise in some countries and regions. This year, the uncertainties\u00a0in\u00a0the trade environment have increased, and competition in the international market has become more intense. The Ministry of Commerce has taken a series of measures to stabilize foreign trade and foreign investment, effectively maintaining the order of foreign trade.\u00a0For\u00a0the next step, the Ministry of Commerce will continue to streamline administration and delegate power, increase policy support for the transformation and upgrading of foreign trade bases, and create a favorable market environment for motorcycle export.<\/p>\n
Zhang Hongbo, secretary general of CCCM, gave the report on the work of the third council of the CCCM, expounding the achievements made during the third council of CCCM\u00a0in solving the hot issues of the industry, communicating with the government, and making self-construction. Zhang\u00a0emphasized that after the outbreak of the epidemic this year, CCCM responded in a timely manner, conducted corporate donation\u00a0as well as\u00a0epidemic prevention and control, and carried out publicity to improve the image of the industry. CCCM also timely communicated\u00a0with the enterprises to understand\u00a0their\u00a0problems and difficulties during resumption of work and production. CCCM has submitted six reports to \u00a0five ministries and commissions, including the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Commerce and the Ministry of Public Security, to explain\u00a0the situations, difficulties and problems of the industry. It also puts forward several policy suggestions to promote the healthy development of the industry, such as\u00a0lifting the bans\u00a0on urban motorcycle riding and promoting\u00a0domestic consumption. In June, on the basis of fully soliciting opinions from\u00a0the industry, CCCM submitted to the General Office of the State Council\u00a0the Report on Reduc<\/i><\/em>ing<\/i><\/em>\u00a0and Exempti<\/i><\/em>ng<\/i><\/em>\u00a0Motorcycle Consumption Tax and Purchase Tax<\/i><\/em>.<\/p>\n <\/p>\n Zhang Hongbo pointed out that the next five years will be a decisive period for China to complete the construction\u00a0of a moderately prosperous society in all respects, and also a key period for the transformation and upgrading of China\u2019s motorcycle industry. CCCM\u2019s work will be centered around industrial reposition, take\u00a0promoting\u00a0the high quality industry development\u00a0as its mission, make in-depth analysis of the new environment the industry will face at home and abroad, grasp the new technological and development trends, pay more attention to the changes of industrial chain, value chain and innovation chain\u00a0as well as the structural changes of the market, and make systematic\u00a0deployment of the relevant\u00a0industrial work, striving to lay a solid foundation for\u00a0the industry with technology, brand, and sustainable development, and driving the industry\u00a0to transform\u00a0from large-scale to high-quality.<\/p>\n 57 enterprises\u00a0were elected at the conference as directory membership units of CCCM, including\u00a0Zongshen, Dachangjiang,\u00a0Lifan,\u00a0and Loncin. Zuo Zongshen, chairman of Zongshen Group, was elected president of the fourth council\u00a0of CCCM.\u00a020 enterprises and organizations, including Zongshen, Dachangjiang,\u00a0Lifan,\u00a0and Loncin, were elected as the vice president units of the fourth council of CCCM. Li Bin was elected as the executive vice president of the fourth council.\u00a0Zhang Hongbo\u00a0was\u00a0elected\u00a0at the conference\u00a0as the secretary general of the fourth council of CCCM.\u00a0Zhou Hongyan\u00a0of China Jialing Industry Co., Ltd.\u00a0was elected as the fourth supervisor of CCCM<\/p>\n <\/p>\n Li Bin\u00a0made a report entitled\u00a0\u201cNew\u00a0<\/i><\/em>CCCM,<\/i><\/em>\u00a0<\/i><\/em>N<\/i><\/em>ew\u00a0<\/i><\/em>S<\/i><\/em>ituation<\/i><\/em>s<\/i><\/em>,\u00a0<\/i><\/em>N<\/i><\/em>ew\u00a0<\/i><\/em>O<\/i><\/em>pportunit<\/i><\/em>ies<\/i><\/em>,\u00a0<\/i><\/em>N<\/i><\/em>ew\u00a0<\/i><\/em>D<\/i><\/em>evelopment\u201d\u00a0<\/i><\/em>and introduced the organizational\u00a0setting and work priorities of the new CCCM. The new CCCM\u00a0will set up five business departments, namely, the industry development department, member service department, international cooperation department, comprehensive department and industry information department, and nine service platforms, to give full play to the government, enterprise and social effects of the new CCCM.<\/p>\n Li Bin also introduced the operation of China\u2019s motorcycle industry this year. He mentioned that from January to August, motorcycle production\u00a0and sales was about 10.39 million units, down about 4%. Since the second half of the year, China\u2019s motorcycle industry recovery accelerated, and the overseas market saw obvious signs of recovery. The domestic market continues to grow as the epidemic changes people\u2019s lifestyles\u2013more people\u00a0pursue the more convenient means of personal transportation. It is expected that the domestic motorcycle market will continue to grow\u00a0in the second half.<\/p>\n Zuo Zongshen made a conclusion speech at the conference and put forward several requirements for the future development of CCCM. He hopes\u00a0that the new CCCM\u00a0will accelerate resource\u00a0integration, establish an authoritative, professional, extensive and unique representative image of the national motorcycle association, and truly create a service-based\u00a0industry association. He\u00a0calls on all motorcycle enterprises to enhance\u00a0innovation and promote the integration of motorcycle industry with Internet\u00a0+, artificial intelligence and smart transportation systems.
