Before the Two Sessions, people\u00a0may have speculated\u00a0about what constructive comments\u00a0for the electric vehicle and related industries\u00a0would be made during this year\u2019s two sessions.<\/p>\n

Li Shufu, chairman of Geely holding group, and Zhang Tianren, chairman of Tianneng group, who are deputies to the National People\u2019s Congress, spoke up for the industry and put forward constructive opinions.<\/p>\n

Scientific planning of urban motorcycle riding<\/strong><\/p>\n

Li Shufu put forward three proposals, including\u00a0\u201c<\/i><\/em>S<\/i><\/em>cientific\u00a0<\/i><\/em>P<\/i><\/em>lanning of\u00a0<\/i><\/em>U<\/i><\/em>rban\u00a0<\/i><\/em>M<\/i><\/em>otorcycle\u00a0<\/i><\/em>Riding<\/i><\/em>\u201c<\/i><\/em>, and cited the integration of motorcycle management measures into diversified transportation systems in many European cities, which improved the flow of traffic.<\/p>\n

Suggestion No.<\/b><\/strong>1<\/b><\/strong>: start some pilot cities where motorcycle licensing and traffic can be restored, and\u00a0formulate motorcyclist-related traffic management measures to give full play to the advantages of motorcycles, achieve diversified\u00a0urban transportation and improve traffic efficiency. Adopt the license-limiting method to plan and control the total number of legal two-wheeled\u00a0vehicles\u00a0on the road, ensuring\u00a0the reasonable and scientific proportion between four-wheeled vehicles\u00a0and two wheeler\u00a0as well as that between motor vehicles and non-motor vehicles to\u00a0maximize the utilization efficiency of road,<\/p>\n

Suggestion No.2<\/b><\/strong>: re-establish the motorcycle rider\u2019s license test grades, strengthen safety awareness training and management of commercial motorcycles. A special license is suggested to be\u00a0issued for commercial motorcycles, which shall be managed by the operating entity in a unified manner\u2013separate the management of commercial motorcycles and individual motorcycles.<\/p>\n

Suggestion\u00a0<\/b><\/strong>No.<\/b><\/strong>3<\/b><\/strong>: encourage the related motorcycle enterprises to increase their R&D\u00a0efforts in new energy, i.e., electric products, and introduce unified national electric motorcycle\u00a0licensing policies. It is suggested to strictly implement\u00a0the<\/i><\/em>\u00a0Safety T<\/i><\/em>echnical\u00a0<\/i><\/em>S<\/i><\/em>pecifications of\u00a0<\/i><\/em>E<\/i><\/em>lectric\u00a0<\/i><\/em>B<\/i><\/em>icycles<\/i><\/em>\u00a0and\u00a0the<\/i><\/em>\u00a0<\/i><\/em>G<\/i><\/em>eneral\u00a0<\/i><\/em>T<\/i><\/em>echnical\u00a0<\/i><\/em>C<\/i><\/em>onditions for\u00a0<\/i><\/em>E<\/i><\/em>lectric\u00a0<\/i><\/em>M<\/i><\/em>otorcycles and\u00a0<\/i><\/em>E<\/i><\/em>lectric\u00a0<\/i><\/em>M<\/i><\/em>opeds<\/i><\/em>, to create a good competitive environment for enterprises, and provide subsidies for registration with reference to that of\u00a0new energy cars\u00a0or implement differentiated motorcycle registration and insurance methods.<\/p>\n

More than a decade ago, China\u2019s motorcycle production\u00a0and sales was\u00a0more than 30\u00a0million units,\u00a0accounting for 55% of global sales. However, with the policy limit, motorcycle production\u00a0and sales\u00a0declined\u00a0rapidly. Motorcycles are\u00a0gradually upgraded towards\u00a0electric products, but it is\u00a0still included in the motor vehicle\u00a0category, which has hindered the progress and development of the industry, resulting in\u00a0people\u2019s\u00a0mobility inconvenience.<\/p>\n

Zhang Tianren put forward the proposal of establishing a protection mechanism for green development enterprises to\u00a0safeguard the legitimate rights and interests of green manufacturing entities, aiming at promoting the green development of the industry, accelerating green production and consumption, and achieving high-quality development of Chinese manufacturing.<\/p>\n

Suggestion No.<\/b><\/strong>1<\/b><\/strong>: practice the concept of green development and implement the strategy of making China a strong manufacturing country. The state introduces relevant encouragement and support\u00a0policies, establishes\u00a0a value evaluation system for green growth, and makes\u00a0full use of the evaluation results to lead\u00a0the\u00a0enterprises to pursue green development.<\/p>\n

Suggestion No.<\/b><\/strong>2<\/b><\/strong>: improve the green manufacturing system,\u00a0and\u00a0establish policy guarantee. Formulate an indicator system for the green development of enterprises, and speed up research and introduction of key measures to ensure green transformation and upgrading, enhance policy support, and strengthen social supervision.<\/p>\n

Suggestion No.<\/b><\/strong>3<\/b><\/strong>: set up green market barriers\u00a0and accelerate the green transformation of the industry. Provide green manufacturing, green design, green products and other technical standards, certification systems, technical trade measures,\u00a0and testing systems,\u00a0and force the manufacturing industry to transform and upgrade itself.<\/p>\n

Suggestion No.<\/b><\/strong>4<\/b><\/strong>: release green development data and balance resources, environment\u00a0and\u00a0prices. Implement dynamic management\u00a0on green manufacturing systems.\u00a0Encourage\u00a0leading and exemplary roles\u00a0to unleash the potential for green growth and further stimulate the internal drive for energy and resources conservation and environmental protection throughout\u00a0the\u00a0society.<\/p>\n
