On September 17th, the 4th member representative conference (also the meeting for change the term of office) of China Chamber of Commerce for Motorcycle (CCCM) was held in Chongqing.

The conference is of far-reaching significance to the development of motorcycle industry. CCCM and the Motorcycle Branch of CAAM (China Association of Automobile Manufacturers) are integrated to form the new chamber of commerce for motorcycle.

A total of 128 enterprises, including CCCM president unit, vice president unit, directory membership unit and member units, attended the meeting.

 

Liu Ke from the Foreign Trade Division of the Ministry of Commerce, Zhang Weiwei, director of the Tax Administration Division of the Ministry of Finance, and Jiang Zhongquan from Chongqing Commerce Commission were present at the meeting. The meeting was presided over by Liu Xin, director of Tianjin Motorcycle Quality Supervision and Inspection Institute.

First, Li Huaguang, President of the third council of CCCM, addressed the conference. Li spoke highly of the unremitting efforts CCCM has made in promoting the development of the industry, listening to the demands of enterprises and solving the problems of the industry since its establishment. Li hoped that the new motorcycle chamber of commerce will continue to uphold the tradition, play the role of a bridge between the government and enterprises, and make further contribution to the development of the industry.

Jiang Zhongquan introduced the development status of Chongqing motorcycle industry. To support the enterprises to cope with the epidemic, Chongqing has introduced a series of policies, such as tax cuts and financial loans, which have driven the rapid recovery of the motorcycle industry. He hoped that CCCM could make full use of its own advantages, collect market information, grasp the industrial development status, and play a greater role in the transformation and upgrading of China’s motorcycle industry.

Zhang Weiwei spoke of the impact of COVID-19 on the global economic order. China’s foreign trade situation is facing serious challenges, and we need to rely mainly on internal circulation, with the support of external circulation, to drive economic recovery. Through many times of exchange and communication with the CCCM, the relevant department of the Ministry of Finance has had an in-depth understanding of the difficulties and problems facing the motorcycle industry. The Ministry of Finance will continue to pay attention to the motorcycle industrial and enterprise demands to actively serve the industry.

 

Liu Ke made an important speech in view of China’s foreign trade situation. He said that China’s motorcycle industry is one of the earliest industries to go global. Motorcycle exports fell in the first half of this year, but started to pick up in May thanks to the combined efforts of the government and enterprises. However, due to the impact of the epidemic, de-globalization trends continue to emerge, and trade protectionism is on the rise in some countries and regions. This year, the uncertainties in the trade environment have increased, and competition in the international market has become more intense. The Ministry of Commerce has taken a series of measures to stabilize foreign trade and foreign investment, effectively maintaining the order of foreign trade. For the next step, the Ministry of Commerce will continue to streamline administration and delegate power, increase policy support for the transformation and upgrading of foreign trade bases, and create a favorable market environment for motorcycle export.

Zhang Hongbo, secretary general of CCCM, gave the report on the work of the third council of the CCCM, expounding the achievements made during the third council of CCCM in solving the hot issues of the industry, communicating with the government, and making self-construction. Zhang emphasized that after the outbreak of the epidemic this year, CCCM responded in a timely manner, conducted corporate donation as well as epidemic prevention and control, and carried out publicity to improve the image of the industry. CCCM also timely communicated with the enterprises to understand their problems and difficulties during resumption of work and production. CCCM has submitted six reports to  five ministries and commissions, including the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Commerce and the Ministry of Public Security, to explain the situations, difficulties and problems of the industry. It also puts forward several policy suggestions to promote the healthy development of the industry, such as lifting the bans on urban motorcycle riding and promoting domestic consumption. In June, on the basis of fully soliciting opinions from the industry, CCCM submitted to the General Office of the State Council the Report on Reducing and Exempting Motorcycle Consumption Tax and Purchase Tax.

 

Zhang Hongbo pointed out that the next five years will be a decisive period for China to complete the construction of a moderately prosperous society in all respects, and also a key period for the transformation and upgrading of China’s motorcycle industry. CCCM’s work will be centered around industrial reposition, take promoting the high quality industry development as its mission, make in-depth analysis of the new environment the industry will face at home and abroad, grasp the new technological and development trends, pay more attention to the changes of industrial chain, value chain and innovation chain as well as the structural changes of the market, and make systematic deployment of the relevant industrial work, striving to lay a solid foundation for the industry with technology, brand, and sustainable development, and driving the industry to transform from large-scale to high-quality.

57 enterprises were elected at the conference as directory membership units of CCCM, including Zongshen, Dachangjiang, Lifan, and Loncin. Zuo Zongshen, chairman of Zongshen Group, was elected president of the fourth council of CCCM. 20 enterprises and organizations, including Zongshen, Dachangjiang, Lifan, and Loncin, were elected as the vice president units of the fourth council of CCCM. Li Bin was elected as the executive vice president of the fourth council. Zhang Hongbo was elected at the conference as the secretary general of the fourth council of CCCM. Zhou Hongyan of China Jialing Industry Co., Ltd. was elected as the fourth supervisor of CCCM

Li Bin made a report entitled “New CCCM, New SituationsNew OpportunitiesNew Development” and introduced the organizational setting and work priorities of the new CCCM. The new CCCM will set up five business departments, namely, the industry development department, member service department, international cooperation department, comprehensive department and industry information department, and nine service platforms, to give full play to the government, enterprise and social effects of the new CCCM.

Li Bin also introduced the operation of China’s motorcycle industry this year. He mentioned that from January to August, motorcycle production and sales was about 10.39 million units, down about 4%. Since the second half of the year, China’s motorcycle industry recovery accelerated, and the overseas market saw obvious signs of recovery. The domestic market continues to grow as the epidemic changes people’s lifestyles–more people pursue the more convenient means of personal transportation. It is expected that the domestic motorcycle market will continue to grow in the second half.

Zuo Zongshen made a conclusion speech at the conference and put forward several requirements for the future development of CCCM. He hopes that the new CCCM will accelerate resource integration, establish an authoritative, professional, extensive and unique representative image of the national motorcycle association, and truly create a service-based industry association. He calls on all motorcycle enterprises to enhance innovation and promote the integration of motorcycle industry with Internet +, artificial intelligence and smart transportation systems. Zuo said, “I believe that under the leadership of the new CCCM, with the efforts of all members, we will overcome the current difficulties and challenges, and forge ahead to start a new journey for China’s motorcycle industry.”

 

The Resolution of the Fourth Representative Conference of CCCM, declared by Zhang Hongbo, was approved by unanimous vote.

During the meeting, CCCM signed strategic cooperation agreements with Alibaba, Douyin, JC-Group, Chongqing Automobile and Motorcycle Exchange, and 360humi.com.
