Before the Two Sessions, people may have speculated about what constructive comments for the electric vehicle and related industries would be made during this year’s two sessions.
Li Shufu, chairman of Geely holding group, and Zhang Tianren, chairman of Tianneng group, who are deputies to the National People’s Congress, spoke up for the industry and put forward constructive opinions.
Scientific planning of urban motorcycle riding
Li Shufu put forward three proposals, including “Scientific Planning of Urban Motorcycle Riding“, and cited the integration of motorcycle management measures into diversified transportation systems in many European cities, which improved the flow of traffic.
Suggestion No.1: start some pilot cities where motorcycle licensing and traffic can be restored, and formulate motorcyclist-related traffic management measures to give full play to the advantages of motorcycles, achieve diversified urban transportation and improve traffic efficiency. Adopt the license-limiting method to plan and control the total number of legal two-wheeled vehicles on the road, ensuring the reasonable and scientific proportion between four-wheeled vehicles and two wheeler as well as that between motor vehicles and non-motor vehicles to maximize the utilization efficiency of road,
Suggestion No.2: re-establish the motorcycle rider’s license test grades, strengthen safety awareness training and management of commercial motorcycles. A special license is suggested to be issued for commercial motorcycles, which shall be managed by the operating entity in a unified manner–separate the management of commercial motorcycles and individual motorcycles.
Suggestion No.3: encourage the related motorcycle enterprises to increase their R&D efforts in new energy, i.e., electric products, and introduce unified national electric motorcycle licensing policies. It is suggested to strictly implement the Safety Technical Specifications of Electric Bicycles and the General Technical Conditions for Electric Motorcycles and Electric Mopeds, to create a good competitive environment for enterprises, and provide subsidies for registration with reference to that of new energy cars or implement differentiated motorcycle registration and insurance methods.
More than a decade ago, China’s motorcycle production and sales was more than 30 million units, accounting for 55% of global sales. However, with the policy limit, motorcycle production and sales declined rapidly. Motorcycles are gradually upgraded towards electric products, but it is still included in the motor vehicle category, which has hindered the progress and development of the industry, resulting in people’s mobility inconvenience.

Zhang Tianren put forward the proposal of establishing a protection mechanism for green development enterprises to safeguard the legitimate rights and interests of green manufacturing entities, aiming at promoting the green development of the industry, accelerating green production and consumption, and achieving high-quality development of Chinese manufacturing.
Suggestion No.1: practice the concept of green development and implement the strategy of making China a strong manufacturing country. The state introduces relevant encouragement and support policies, establishes a value evaluation system for green growth, and makes full use of the evaluation results to lead the enterprises to pursue green development.
Suggestion No.2: improve the green manufacturing system, and establish policy guarantee. Formulate an indicator system for the green development of enterprises, and speed up research and introduction of key measures to ensure green transformation and upgrading, enhance policy support, and strengthen social supervision.
Suggestion No.3: set up green market barriers and accelerate the green transformation of the industry. Provide green manufacturing, green design, green products and other technical standards, certification systems, technical trade measures, and testing systems, and force the manufacturing industry to transform and upgrade itself.
Suggestion No.4: release green development data and balance resources, environment and prices. Implement dynamic management on green manufacturing systems. Encourage leading and exemplary roles to unleash the potential for green growth and further stimulate the internal drive for energy and resources conservation and environmental protection throughout the society.
China is a big manufacturing country, the price behind which may be resource shortage, environmental pollution and other destructive problems. The battery industry and the electric vehicle industry are closely linked. All enterprises should always follow the national policies and stick to the conviction that lucid waters and lush mountains are invaluable assets.
